I know some people did.

Not sure you need static libraries.

However, to make Ekiga run on the Maemo, you need to do 2 things :
1) Write an Audio Device plugin using GStreamer for PWLIB (look at the
ALSA plugin as example)
2) Write an Audio Codec plugin for OPAL HEAD using GStreamer (look at
the GSM-06.10 or at the SPEEX plugin for an example).

After that, Ekiga is theorically ready for the MAEMO.
