The easiest thing to do is to drag the tag area to be wider, by clicking and dragging the thin line between the tag area and the file list so that the fields in the tag area expand.

The size of the tag area is not saved between application restarts, but there is a bug which tracks progress in fixing the problem:

A question then I would do is, having set the encoding of tags IDV2 of
latin-1, other tags (f.e. files opus, flac, mp4) become latin-1, too? 
I would like these, if is it possible, in utf-8.

FLAC, Opus and MP4 tags are always written as UTF-8, and the ID3v2 settings should have no effect on that.
