Thanks for the report. I guessed that you might be using an older version of GTK+, and narrowed down the problem to action-widgets support in GtkBuilder. I pushed a fix (simply a revert of an existing commit) to master, and it seems to now work fine with GTK+ 3.10:

https://git.gnome.org/browse/easytag/commit/?id=49b316aa6c8e91290f9188c88b22bacd630cdb6f

One other thing: in "Tag and Filename Scan | Process Fields" the choice
for "Capitalization" has for quite a while been defaulting to
"Capitalize all" I have "Upper-case the first letters of all words"
checked in "Edit | Preferences | Scanner | Process Fields Scanner" This
is not a huge deal, since I am in control as to whether I save any
changes I have made or not.

This is slightly confusing, but the option in the preferences only affects the capitalization processing when the "Capitalize the first letter of each word" mode is selected in the scanner. I had a quick play with the setting now, and it seems to work as expected.
So there is no way to preserve "Capitalize the first letter of each word" as my default capitalization setting? I assume that "Capitalize all" must be selected by default somewhere in the source code. Therefore it wouldn't be a major deal for me to change that default for myself, even if I can't do it from the GUI.

The issue with the missing buttons is fixed!
