I don't know if ”Negerpunk” is German, but it is definitely Swedish (could be both). The translation should be something like punk for (or maybe by) black people, and it's probably humorously meant. I can't really say what this comes from. Probably some ”funny” Swedish (or German?) guy who added it to some list and no one ever bothered to remove it…
Something else also in the list is "krautrock" (169), but like "negerpunk", I don't believe it's etymology was intended to antagonize based on my reading of its history.
