I have recently downloaded diaw.exe 0.97.2, onto a Windows 10 laptop. I’ve
created a flowchart and have exported this to WMF file.

Do you have a special requirements for it being a low-use, mostly unknown to
the wide audience, underspecified WMF file?
Why not use JPEG, PNG or SVG ?

I have looked through the software, help file and help lists, to see if
there are any settings I need to change, in order to get a good resolution
WMF file.
However, I have been unsuccessful.  I get the same issue if I export as a JPEG.

This may indicate that the real size of your diagram is very, very small.
You can get layout lines (blue) to appear to see how your diagram is laid on
paper, which should give you a hint of initial real size.
The rest is left to the diagram scaling.
