I believe I have seen this question answer in the negative.  You cannot do this.  It is not a shape creation operation, but an actual writing of source code that is needed.

In fact I don't believe you can add text to any of the tools - excepting the Outline Text object which has an entry box for the text in its properties.  And regular Text.  Maybe that is a clue how this might be done.  Consider the normal tools,  the Outline tool, and shapes which have text box entry such as the Flowchart shapes.

In truth I am bull'es'ing.  Perhaps you will get a better answer from others.

Dia provides a option to add Text object to an ARC but this does not embedded
