This is a GTK+ problem, at least in the Windows port version. Dia has nothing to do with it, this works the same on all GNOME applications on Windows. The correct setting for UI language selection would have been the Windows display language setting (see attached snapshot), but unfortunately the availability of this one is totally random, because it depends on the OS version, and if allowed, then if a MUI is actually installed on that system. There are also some Microsoft applications that simply ignore that UI language setting even if available, for example Windows Live Mail or Windows Security Essentials. Perhaps adding a dedicated GTK+ language setting might be helpful. As a sidenote, most Windows ported GNOME applications installs each their own GTK+ files instead of using a global installed environment (in my knowledge Pidgin on Windows is the only one that uses a global installed GTK+ environment). So for now, if you don't want to delete or rename the language resource, you have to rely on using the language system variable, either individually with .bat files for each application (with the disadvantage that an additional command prompt window will appear), or globally.
