Are you sure that you've got the latest version of the dia_extra_src_msvc files?

clearly has

gtk\bin\diadev.bat

Sometimes the zip program omits the folder structure from the zip file
- causing trouble.
The folder structure from the zip file needs to be preserved.
It also has the
gtk/glib/msvc_recommended_pragmas.h
that I can see missing from your build output.

Could you verify that you have

c:\gtk\bin\gdk-pixbuf-csource.exe

?
It comes with the GTK+ bundle
