Your problem is not clear. When you use the setup file, it is supposed
to create the icons for you. One possibility is that your login
account on that PC does not allow  you to install software. Can you
check if your login account has sufficient privileges?

When you saved the diagram, is a new file created for it? If yes, try
sending that file to this mailing list. Also what is the method you
use to open the diagram again? Can you open it if you first start Dia,
then go to the File menu and then click on "Open"?
