It is. If you use 7-zip, (http://7-zip.org) you should be able to open
the installer as an archive and extract the files from it.

There's also a pure zip distribution, if you prefer this:

In addition there is a pure Zip distribution:

http://downloads.sourceforge.net/dia-installer/dia-win32-binaries-0.95-1.zip?modtime=1148792563&big_mirror=0

As you can see this is the outdated Dia 0.95.1 version. Let me know if
I 7-zip is not an option for you and I should prepare a 0.96.1 binary
zip
