I'm working on this!
I'm adding the functionality to objects/custom/ as we speak. (I already have it working locally with some code ugliness).
So please stand by, I'll submit a patch in approx. 2 weeks (I only work on dia on fridays).

There is currently no way to do that. Somebody mentioned the idea in (I
think) one of the (many) bugs I went through last weekend, of having a
"scale factor" for subparts of a shape. It's not in code yet, so at the
moment you'd either have to implement that or do a C-file with your
object. Sorry, I can't find it right now.
