Not without coding a lot of C, I'm afraid.  The trickiest problem is
that the rulers last I checked always are in centimeters and with
divisions in tenths due to GTK.


The GIMP uses GTK (duh!) and has rules that can be set to different 
units. Perhaps you can take their code.
