Had the same problem. Using Windoze XP SP2 and solved problem by
(unfortunately) doing two things at the same time:
1. Removed the gtk and reinstalled it (same version)
2. Removed the new dia, and reinstalled allowing it to include
"translations". It is happy after this.

Which GTK+ version did you install?
What is your operating system?
Do you/did you have more than one GTK+ version installed on your system?
I'm experiencing the same here too. Windows 2000 Pro SP4. Tried
gtk+-2.8.9-setup-1.zip, the one from the dia-installer site. Tried
removing GTK and Dia before reinstalling. Didn't work.
