Mandatory dependencies notification

Hi all;

if you're maintaining a project hosted under GNOME that is part of the
core jhbuild modulesets or is build automatically by Continuous, could
you please remember to notify the maintainers of jhbuild and
Continuous about it *before* you merge code that adds a new
*mandatory* dependency? This way we can minimize the build breakages
for everybody, especially newcomers.
