Release Notes for GNOME 3.22

Hi everyone!

3.22 is getting scarily close, so it's time to start thinking about the release notes.

If you have worked on any user or developer visible changes that will be included in the release, please list them on the wiki page:

Don't worry about whether the change is too small - all the information we get is useful. Wherever possible, describe the change and why it is an improvement, and link to bugs, blog posts or screenshots.
