You really need to do this when adding any dependency, unless it's an
automagic dependency that gets enabled or disabled automatically based
on whether the dependency is already installed, as otherwise both
Continuous and jhbuild will break... and you shouldn't be using
automagic dependencies. Conclusion: need to do this for optional
dependencies as well.
