help needed for OSK layout files

Hello,

There is a long-standing request that gnome-shell OSK should respect
system's keyboard layout[1].  Though actually it works already, we are
still missing the majority of layout files (see
/usr/share/caribou/layouts/touch/*.xml; there are only 3).  I'd like to
call for more layout files submitted, hopefully in the 3.16 cycle.

I understand that writing a layout file from scratch is an uphill task.
On the other hand, the Unicode CLDR repository provides an extensive set
of OSK layouts for platforms including Android, Chrome OS, and Mac OS X.

So, as a first step, I wrote a procedure for creating a layout file
based on the CLDR data:

If you come up with a new layout, please file it against the 'caribou'
product on bugzilla.  I have no expertise in design but should be able
to do a quick review.
