Tarballs for GNOME 3.15.4

Hi!

We are releasing 3.15.4 this week, deadline for tarballs is today,
please get them uploaded on time so we can correctly prepare the first
release of the year.

If you cannot make it, please send a mail to the release team to
discuss delays or find someone to roll a tarball.
