I understand that writing a layout file from scratch is an uphill task.

based on the CLDR data:

If you come up with a new layout, please file it against the 'caribou'
product on bugzilla.  I have no expertise in design but should be able
to do a quick review.

Could you please create a Wiki page with a list of layouts to be added?
So that we can see if bugs are already filed and in review.
