Release Notes Time!

Yes, it's that time already: 3.18 is starting to loom, and we need to
collect information on the great work that everyone has done over the
last 6 months.

If you've worked on anything user (or developer) facing, we need to
hear about it. Don't worry about whether the change is too small to
mention - the more information we have, the better.
