Release Notes Reminder

Hi everyone,

The wiki page for the 3.12 release notes [1] is filling up nicely, but
there are still some notable absences. Please add any user or
developer changes that you know about!

Also, some sections are rather light on details, so please consider
adding extra information. It makes writing the notes a lot easier.
