I'd like to see clarification as to whether items in the application menu should be duplicated in the traditional menu bar. In the past we decided the answer was no, but most GNOME apps with menu bars have implemented the opposite. (This is bad for every environment that's not GNOME Shell.) We also should clearly define how to handle fallback in environments where the shell either does not show the app menu or when it additionally shows the traditional menu bar, as [1] demonstrates.
