I replaced the url in you .jhbuildrc with
https://git.gnome.org/browse/jhbuild/plain/modulesets/gnome2/gnome-2.32.modules
and ran jhbuild
and the default full build started.

P.S: There was not gnome-2.32.1.
Was that removed from git repos?
