Well, I wrote xsettings-kde http://svn.mandriva.com/viewvc/soft/theme/xsettings-kde/ in 2007 which exports kde settings as xsettings and causes GNOME/GTK applications to follow KDE settings. Unfortunately, this code has never been integrated in KDE...
