Requiring XInput for settings-daemon and control-center?

Heya,

We have a couple of places in gnome-settings-daemon and
gnome-control-center where we fallback to old/broken code when XInput
isn't available, or simply disable features.

We can't really cater for the small minority where xinput isn't
available in the long run, and I'd rather always enable the features.

So I'd like to add xinput as a hard dependency to both those modules,
but still handle the case where the extension isn't available at
run-time.
