To be clear there *is* a patch review process. You file your patch in
bugzilla and the maintainer reviews it. There's no point in having to
"request" a review of something - if something is submitted to bugzilla
it needs to be reviewed.

So, all we can be talking about is whether there's some sort of
"exception" process when the maintainer isn't handling submitted patches
and can't be contacted or when contacted has no time to do reviews.
