So, putting this conversation back on track:
* What are the barriers for accepting tracker?
* What do the tracker folks have to do to address them?
I think we're all in agreement that an indexer is needed.

This is simply not consistent with what the gnome-shell developers
have been saying all along (in-process _javascript_-based extensibility
like firefox extensions).
However, that's getting off-topic, and realistically search-type
actions will probably make the most sense in the overlay's search box,
so my guess is that tracker developers would be encouraged to
integrate there instead of adding arbitrary search UI in the shell.
