I'm honestly not sure what you are talking about, sorry.
There are no PolicyKit bits in Debians hal.conf. We use the group
based approach as we always did.

This is the PK bits that David was discussion in his previous message that are in the Debian hal which appears to be a security problem, if nothing else:
