As explained in the Icon Theme spec
(http://standards.freedesktop.org/icon-theme-spec/icon-theme-spec-latest.html#install_icons), you need to touch the top-level icon theme directory in order to invalidate the icon cache.
Somehow I doubt that desktop-devel-list is the right place for such
questions though...
