Finally got around to it and put a draft together (up at
http://live.gnome.org/ReleasePlanning/ModuleRequirements), despite the
fact that I unfortunately couldn't find my old partial-writeups on my
hard drive anywhere.  Andre put together a separate page for new
module proposals
(http://live.gnome.org/ReleasePlanning/ModuleProposing).  Both should
be considered drafts right now; please take a look and tell us what
you think.
