I lean towards putting the rlimit in libgnomeui, but that's because it
would make things more robust. It's like a safety valve so that things
that are out of our direct control (GNOME's direct control) don't
explode.

Why is thumbnailing videos hard? Don't you just uncompress the first
frame and scale it?

Also, the proposed 5 seconds / 256 MB of memory is completely arbitrary.
We can certainly have 10 seconds, but I'd be wary of raising the memory
limit too much.

5 seconds of CPU time is 10,000,000,000 instructions at 2 GHz. If you
can't give me a tiny little image in 10,000,000,000 instructions, well,
I don't know what the moral is :)
