That is almost certainly a Fedora specific problem. FC7 will contain a new
feature that allows backgrounds to change dynamically over the course
of the day so there are a number of changes to the GNOME background code.
(I intend to submit those for 2.20, but I haven't gotten around to it
yet).

You may want to first make sure that you have all of
nautilus
control-center
eel2
updated to devel versions. (Since that is the first question I am
going to ask ...)
