Yes, modules headed for or already in the platform have additional
rules about _API_ documentation (see the "Documentation requirements
for new APIs" section of
http://live.gnome.org/ReleasePlanning/ModuleRequirements/Platform).
Other kinds of documentation and modules in other release sets have no
real rules yet.
