I'd intended to add a --disable-scrollkeeper-update configure option in
gnome-doc-utils.  Then any packages using gnome-doc-utils to build and
install documentation would have it.  It's not hard, really, but we're
past feature freeze.  I'll get this in for 2.12 for sure.
