It would be an easy transition from the old themes, just have something
run on distro's upgrade scripts.
We should be changing the icon theme spec, because it doesn't mesh well
with the other theme specs. It is the odd one out installing the theme
files in ~/.icons, instead of ~/.themes/themename/[THEMETYPE].
Both the packing of themes and the theme installation directory could be
fixed at the same time.
