I'm asking about suggestion. I know we cannot use icu. I'm changing
already the capplet to use its own data based on icu data + other
translations already inside other GNOME modules, that way we could have
the capplet with GNOME 2.6.

Looking at GNOME 2.8 I will try to prepare a library (or glib addition)
to share it between all GNOME modules.
