Yes, this is a feature of MS Office put into place to stop people dragging
their machines to a halt by placing huge amounts of data onto the
clipboard and then forgetting about it. It is not built into Windows, as
far as I know, and not many apps do it (but then few apps are capable of
putting such large data sets onto the clipboard anyway).

If there was a central clipboard daemon I guess we could implement this
feature there, the problem being how do you know when the user has
finished with it?
