This question has been already answered by German and Rodrigo, the aim
and range of gst and gnome-network is different.

The network configuration issue is covered by the gnome system tools,
but there are other tools, such as user and groups administration,
runlevel services manager, date and time configuration and bootloader
configuration (in fact, more tools are in project to be developed, and
any administration tool could fit perfectly in gst)

The changes that the gst made are obviously system wide, root password
is required for changing things

The gst are thought to be cross-platform, so the backend/frontend
abstraction makes sense, this is to provide an backend that extracts
configuration and a frontend that displays the information to the user
in a common way through all supported platforms.

I'm still suggesting gst for 2.4, but I just didn't want to start by
myself the discussion :-P, that should be done by people, not by the
maintainer :-)
