Asking gnome-power-manager is the most portable option. But in Dapper we
have a file /var/run/laptop-mode-state which this line when the ac is
disconnected:
start,0
and this when ac is connected:
stop,1

laptop-mode-tools are resposible of setting the harddrive sleep mode and
such when the power is disconnected. It in turn depends on various tools
to do the detection.
