The evdev backend does not need X11, just libxkbcommon, which has no X11
dependencies. But libxkbcommon is young and in flux, so you need to make
sure to match your version of clutter with the version of the lib it
expects. Also, the evdev backend is very experimental, certainly the
keyboard side of it is quite buggy, I don't know about the pointer side
of it.
