pretty simple:

PKG_CONFIG_PATH=path/to/your/pkg-config/path ./configure
make
make install
cheese

(though it could be, that you have to set the path to the libs manually:
LD_LIBRARY_PATH=path_to_foo cheese)

if you want to execute it in the src-dir without installing it, just
replace the first line with this (and of course, dont install it!):

PKG_CONFIG_PATH=path/to/your/pkg-config/path ./configure --maintainer

PKG_CONFIG_PATH seems work, but gstreamer-cvs version doesn't work :-(

PKG_CONFIG_PATH=/home/kles/Soft/gstreamer/lib/pkgconfig/ ./configure --maintainer && make

LANG="EN" GST_PLUGIN_SYSTEM_PATH="~/Soft/gstreamer/lib" ./cheese
