pretty simple:

PKG_CONFIG_PATH=path/to/your/pkg-config/path ./configure
make
make install
cheese

(though it could be, that you have to set the path to the libs manually:
LD_LIBRARY_PATH=path_to_foo cheese)

if you want to execute it in the src-dir without installing it, just
replace the first line with this (and of course, dont install it!):

PKG_CONFIG_PATH=path/to/your/pkg-config/path ./configure --maintainer
