BuildStream 1.0.0 image for Docker

Hi all,

For those who use BuildStream through Docker, there's now a 
buildstream/buildstream-fedora:1.0.0 image available from the Docker Hub.

I've updated the GitLab CI pipeline for the buildstream-docker-images 
such that in future, creating new release images involves simply pushing 
a tag to the buildstream-docker-images repo. The tag name in that repo 
must correspond with the name of the appropriate release tag in the 
buildstream.git repo.
