This has now been changed as it does not meet all the requirements for the original ticket.

The current plan for this is to have bst build default to building all elements in a project, 
but to fail if there are incompatibilities. 
Alternatively, you can set a default target for bst build which will be built instead of everything

This has been approved by TristanVB, Jürg and Chandan (The ticket author) [1]
