I've gotten Ubuntu to work but it was hard. You have to manually apt-get a bunch of Dev dependencies when the libs can't find them and then compile with --ignore-system-deps or something like that. I don't recommend it but I have to use a Ubuntu LTS derivative at work.

I've tried 14.04 and 14.10 but they don't met dependencies to use jhbuild. Just 15.04 seems to have more of them but not all jet, may be when released.

Michael covered this well, so not much I can add.

The main thing to keep in mind, is that we intend for Builder to be as
much a part of GNOME as any of the other core applications. This means
that we develop Builder in lockstep with each new release of GNOME.

Therefore, the "unstable build" instructions are basically the same as
contributing to GNOME itself. (so jhbuild)
