I followed the link on that page which says 'Get it' - which couldn't be
more explicit, could it?

There are 2 different problems here:
a) The website has a bug because the link "Get it" for development
releases points to a page which is only meant to stable releases.

b) As Chow has mentioned, the PPA is outdated, and needs to be worked on
by packagers.

In regards to a), you could help by:
1) Filing a bug in our bug tracking system, and/or
2) Try to propose a solution for it (currently we're migrating our
website to other infrastructure, which means you can already proposed
changes via pull requests here:

In regards to b), you could try helping with packaging efforts. I'm a
noob regarding this so I'll let Chow tell you how can you help him. Or
you can join #debian-cli channel (in OFTC network) and ask others (I
assume that channel is valid for discussing Debian/Ubuntu/Mint packaging
matters of mono and mono-based apps).
