Try going to Start -> Control Panel -> Programs (or something similar) -> Click on Banshee and choose "Repair".
There was a bug with people who installed 1.9.5 over 1.9.4 (and a few people also got it with 1.9.6), this seamed to fix that for me, maybe it will help - it basically tries to fix any errors with the instillation and config files, may or may not help.
If it doesn’t (or even if it does), post your %APPDATA%\Banshee-1\log file so the devs can try and recognise the error

The error you posted looks like something the JIT debugger would spit out. Is there a way to expand the dialog you get to see the rest of the message and the traceback? If so, please post that so we can have a little more insight into what's happening.
Depending on when the crash actually occurs, you may have some information in the log. Please check C:\Users\<yourname>\AppData\Roaming\banshee for a log file and have a look at its contents.
Let us know if you find anything more.
