As far as I know this is an issue that only occurs if Gapless Playback is turned on in Edit > Preferences (which is the case by default, and probably shouldn't be until this is fixed, imo). According to some bug reports, this is still an issue, but maybe it got fixed and the bug reports never got closed; I haven't personally tested this in a long time, so I'm not sure. The relevant reports:
Banshee increments the playcount at the beginning and end:
Songs played with gapless on are also scrobbled twice to Last.fm
You can CC yourself to those reports if you want to stay updated on progress, and just turn off gapless as a workaround in the meantime. Hope that helps!

As far as I remember, this has been fixed several months ago. Try
upgrading to 1.8
