The closest that I had was videos that I put on my Creative Zen X-Fi.
Banshee would put the files on, but put them on as-is without any
transcoding. I did the transcoding manually (because the Zen is a bit
picky with some things) following some instructions online and just left
it at that.
Google will have lots of results for "convert OGG to MP3" - mainly
command-line, but some people have written some very basic UIs in
Python. IMO, Banshee is a media manager/player (so it plays songs/videos
and manage players using common protocols, but doesn't burn CDs).
Brasero is the CD burner, so I'd expect it to be the one that made sure
everything was compatible - but probably as a plugin, since transcoding
before burning is a more specialised requirement than "put these files
on this disk" or "write these songs to this CD as music tracks instead
of data".
