It rather sounds like what is looking for is the ability to select
songs with the lowest play count in his smart playlists, no matter
what this count is. Using 1 would only solve the problem for a little
while.
Then I recommend to file an enhancement bug requesting that the
interface for smart playlists adds an option to select MIN/MAX in a
combobox rather than just an immediate value.
This seems like the preferred approach to me, so I filed the enhancement:

I focused on the lower level: Smart Playlists are just "User Queries"
(things that you can type into the search box), so I'd start there
before worrying about the UI approach.
